These are two different things: participant observation is a way of collecting data, as opposed e.g. to the structured interview. Experiment is a way of overall research design, which calls for manipulating a variable - then the result of the changes the manipultion has brought about may be collected in a variety of means, including participant observation (a bit tricky with the quantitative data, but can be done).
