Add to it what I can only describe as chronic apathy and the result is dreadful. A few weeks ago, a bishop closed down all churches and chapels in a city because the congregation "does not deserve" to receive clergy services. This particular "punishment" has been given because a priest has been accused of scandal, apparently on false grounds, and people at the parish did not stand up for him.
