I think the cases you mention definitely fall under the heading of Eugenics - after all, people are being manufactured to order according to someone's idea of a desirable individual, whatever that idea may be. However, considering that the Pope has just commissioned the Congregation for the Doctrine of Faith to make a serious study of the moral aspect of the new reproductive technologies, I think we may soon have a more authoritative opinion on the matter than mine.
