I'm afraid it means the whole Romanian nation. Gypsies, of course, have never had a good image at all, but when Romania first entered the EU, there is a feeling in Italy that some bright spark must have passed word to the country's bulging jails, when they were released, to go to Italy - the streets are paved with gold, the language is easy, and the people are just dumb sheep waiting to be sheared. At any rate, it is certain that Italy got the privilege of hosting the very dregs of Romanian society, and Romanian crime was both enormously widespread and often too vicious even for a country that has experienced the Mafia..
