No, He Didn't Look Like a Terrorist

ANCÚN, Mexico, Oct. 6 - The police commissioner of Swaziland got a rude surprise on his way to the Interpol General Assembly in Mexico this week when United States Customs officials detained him in Atlanta for several hours because he lacked the proper transit visa.

The hassle that American agents gave the man, Commissioner Edgar Hillary, prompted a sharp rebuke from Interpol's secretary general, Ronald K. Noble, an American who once oversaw the Customs Service when he was the chief law enforcement officer in the United States Treasury.

Mr. Noble said that, in addition to Mr. Hillary, several top police officials from other countries, including Russia, ran into similar problems getting to Mexico through airports in the United States because of new visa rules intended to make it harder for terrorists to enter the country.
