By the Democratic House leadership. http://conservativeforchange.blogspot.com/2008/08/house-gop-keeps-talking-despite-dems.html Whether Democratic or Republican, I doubt that the majority of American voters are going to like the abuse of House rules to prevent discussion of an important issue.

Congress has, like, a 1.5% approval rating. It's never stopped 'em before.

Conservatives will see it as an attempt to silence debate, liberals as a conservative stunt and the rest will either think what their tv stations tell them to think or call down a plague on both their houses.

I sometimes wonder what the purpose of debate is in politics. When, do you think, was the last time a politician changed his vote based on a reasoned argument put forward by someone with a different starting position. We could all save a lot of time and money if they didn't bother to debate bills and just went straight to a vote.
