Italy is a democratic republic established upon labour. Sovereignty belongs to the people, who exert it in the forms and within the limits set out by the Constitution.
What any British counterpart would say, if honesty were an English trait:
"England/Britain is an oligarchic republic established upon debt. Sovereignty belongs to the banks and financial institutions, who exert it in any form they damn well please. The public's part is to spend their lives building up mountains of debt they can barely repay in a lifetime."
