Such creatures should not be allowed to pollute communities. They should be driven into the desert like scapegoats. If you can read this without wanting to beat this bozo's head into the ground and then dance a Russian dance on it, you have the toleration of a saint. Personally, I would pay to see him thrown out of the human race.

Excellent point; the comparison is unfair. I'm not sure if there's even a word to describe a grown "man" who likes making little children cry.

No, but the USA in particular have many useful customs to deal with such. As I said elsewhere on this post, a rail, tar and a lot of feathers would be quite appropriate.
